A: Yes but only when necessary and not regularly. Typically for a coated / protected car we would recommend CitraCleanse as your pre-wash prior to using ProSno snow foam. You would only use NeutralXTFR if the traffic film etc. is too excessive for CitraCleanse to remove as regular use can degrage your coating's protective properties.
A: Yes it is safe to use NeutralXTFR on wheels, even of finishes such as bare alloys. Just ensure that you follow the directions and dilution rates correctly.
